On April 15, 2013, two bombs exploded near the finish line of the Boston Marathon, killing three people and injuring hundreds more. The bombers, Tamerlan and Dzhokhar Tsarnaev, had been known to U.S. intelligence agencies. The question High Stakes Treason asks is: why was nothing done to stop them?
As President Obama's Homeland Security Advisor for Counterterrorism (2009–2013), John Brennan held unprecedented control over the flow of terrorist threat intelligence. He had previously led the Terrorist Threat Integration Center (TTIC), which became the National Counterterrorism Center (NCTC) — the hub through which all terrorist intelligence was supposed to flow.
The book documents how Brennan used this position to establish what amounts to an intelligence monopoly. By controlling what intelligence was shared and what was sequestered, Brennan could single-handedly determine which threats the FBI and CIA were allowed to see — and which they were kept blind to.
According to the evidence presented in High Stakes Treason, NSA-collected signals intelligence (SIGINT) on Tamerlan Tsarnaev was placed into TS/SCI Codeword Compartment files — highly restricted intelligence compartments controlled by a single NCTC analyst, Michael Jones.
This meant that the FBI — the agency responsible for domestic counterterrorism — was prevented from seeing intelligence about a known terrorist threat operating on U.S. soil.
Brennan apparently used Jones as a cut-out so that no record of Brennan himself accessing the Tsarnaev TS/SCI files at NCTC would exist.
The book argues this was not mere incompetence. Brennan illegally held stock in The Analysis Corporation (TAC), a government contractor that profited directly from increased counterterrorism spending. Each successful terror attack led Congress to pour more money into counterterrorism — which increased the value of Brennan's stock.
SEC documents show Brennan's TAC stock rose from $50,000 to $4.85 million during this period.
The Boston Marathon Bombing was not an isolated case. High Stakes Treason identifies three terror attacks where SIGINT was similarly sequestered:
In each case, the pattern was the same: intelligence was available, it was sequestered into codeword compartments under Jones's control, and the attacks proceeded.
The evidence in High Stakes Treason suggests these were not intelligence failures — they were intelligence manipulations. If Brennan knowingly allowed terror attacks to proceed to increase the value of his illegally held stock, that constitutes a profound betrayal of public trust and potentially treason under 18 USC 2381.
